The Civil Unrest quest is part of the evacuation effort to complete Halls of the First Dawn final quest. It involves helping Ser Menella to resolve quarrels throughout Bakbattahl. Here’s how to complete Civil Unrest in Dragon’s Dogma 2.

Civil Unrest Guide in Dragon’s Dogma 2
After you speak to Ser Menella or Nadinia to start the quest, you need to resolve three quarrels in Bakbattahl. I finished the quest by resolving fights in the following way:
- Guard Duel: Start by going left to the Vocation Guild. In front of it, two guards will be dueling to resolve an insulted honor issue. Pick the dialogue option to agree to oversee and judge the fight, but I must point out that you shouldn’t interfere in any way. Keep back and let them fight. They’ll eventually admit that they are of equal skill and make peace with each other.
- Food Shortage: Continue down toward the entrance of the town right next to the weapon’s merchant smithy. Two parents will quarrel over food with their respective children, who will stand scared behind them. Pick the option where you tell them that no one is at fault. Then, I gave the Beastren child Dried Meat, and both parents made peace with each other as the children shared, thus resolving the conflict. You can also use any other non-rotten meat item, and you can even purchase some from a nearby dried meat merchant.
- Civilian Fight: Continue down to the final marker, but not the one in front of Ser Menella. Two civilians will be arguing. Walk up to them and agree to let them beat you up. Unequip all your weapons and take a few punches, but I don’t recommend hitting back, as this can fail the quest. They’ll get worn out after a while and become too tired to argue, resolving their conflict.
