The perk system was changed with the 2.0 update. Now, instead of having to spend a huge sum of eddies to reset your perks, you can remove and reallocate perk points straight from the perk menu.

Base Game Perk Points Explained
In the base Cyberpunk 2077 game, you will get perk points from leveling V, from leveling skills, and by finding Perk Shards. If you’ve found every Perk Shard on the way to the max level of 50, you’ll have 70 perk points to play with.
Phantom Liberty Perk Points Explained
The Phantom Liberty adds an additional 10 levels to the cap, which are an additional 10 perk points to play with. Additional Perk Shards have been strewn about Dogtown and Night City, some in key locations and others as random drops. Regardless of how many Perk Shards you end up finding, the cap is a hard 80 perk points.
Can You Max Out Every Perk?
Like with attributes, it’s simply not possible to max out every perk tree without using mods. You’ll only have to think a little bit about your perks, though. Unlike attributes, you can actually change your perks out on the fly from your perk trees. Investing your points into perks carries no risk, so try out different builds to see what works for you.
