In the end, your choice doesn’t matter too much. Sebastian will still give you the Balisong, and the game will provide you with the quest marker to reach both locations regardless of your choice. You’ll still receive the Charybdis quest to reach Thameshaven and the Swan and Mitre quest to visit the Vagabonds.
